Flight Records Drop down lists - Make all names appear when pilot in command drop down list is expanded

Drop down lists show only up to 20 items at this stage. User has to type the name of the item in order to view and select it from the list.

Entitlement Access Levels

A separate access level should be created for brought forward entitlements. Currently, anyone with modify access can change how much leave/allowance etc is due to them.
