Add ELT Notifications from Skytrac Integration

See ID#46434 in the Zendesk Request portal.

While at the conference I troubleshooted this issue with Jason and we found that the ELT alarm's were through the skytrac integration but for some reason or another have stopped.

After connecting with Skytrac and speaking with Jason it seems GETPOSITIONREPORTSEXTENDED would have to be supported.

As far as functionality when it comes into Flight Vector - Please have a noise along with a Red notification on a ticket or asset.
