Decimal capability into Bill of Material (BoM) of any Task List

Bill of Material (BOM) have not been designed to manage Decimal, but only Integer. We need DECIMAL capability to manage multi-dimension items (those who are purchased in roll (like cable) and consumed in meters for example).

Consequence: items like rolls, cans, … whore requirements might be a fraction of 1, cannot be managed (we buy 30 m of a cable roll, and we need 2,3 m of this roll, which means that requirement is 2,3/30 = 0,07 è not managed since not an integer.)
