Allow ability to add a customisable message to be in the body of the notification email that is sent out when a roster is versioned/published. Requested by BMCS France.

Currently the value for maximum hours from commencement to final completion allows entry of whole numbers only. We need to use one decimal place at times - e.g. 13.5 hours
