Restricting Personnel Recency Items

We have found some required personnel recency items being adjusted/changed to optional for some individuals, thus allowing recencies to expire with no alerts being issued. It would be great if we could lock the recency so only authorised people can change the setting of the recency. i.e. Safety department recency items are only able to be changed from required by an approved manager.
