Administrator ability to amend Safety Report details without fully re-opening.

When occasions arise where Safety Reports data is required to be amended (to support subsequent data-mining/reporting), having the ability for administrators to add or amend existing data without fully re-opening the report (and generating additional email notifications and sign-off) would reduce manager workloads and email traffic within the organisation.
