Form register tab order

Currently if you create a multi-tab form for use in form register requires the creator to contact support to rearrange the tabs into the order needed for the form. Allowing for the creator of a multi-tab form for use in form register to choose the tab order would allow for expedited implementation of the form and also mitigate the need to contact support to rearrange the tab order for the form creator.
