H&RR automated re-opening of hazards (and notification to sign-off personnel) when associated risk controls are amended.

Currently risk controls can be amended within the H&RR without any notification to the associated hazard sign-off personnel. Within larger companies with multiple sites there may be more than one person signing off the hazard, when associated risk controls are amended the hazard should be re-opened and sign-off personnel notified. Without this functionality personnel may sign off a hazard with no knowledge of any subsequent changes to associated risk controls.
