Add Hyperlink in the AIP top portion

Business Need:
Enhance Dispatch Pro by incorporating hyperlink capabilities and automated notification features to improve operational efficiency during PAIP/AIP activations and reduce manual workload for dispatch personnel.

User Story:
As a Dispatcher/Communicator, I want the ability to access critical emergency response documents and contact groups directly within Dispatch Pro so that I can quickly initiate response actions, ensure the most current information is used, and eliminate unnecessary manual phone calls during emergency operations.

Requested Functionality:

1. PAIP Hyperlink Integration

   • Allow hyperlinks to be embedded within Dispatch Pro activation workflows.

   • When a PAIP is activated, the communicator can select a link that opens the most current version of the applicable PAIP document.

   • This ensures personnel always access the latest approved version and reduces time spent searching for reference materials.

2. Automated Mass Notification Capability

   • Provide the ability to initiate a mass notification directly from Dispatch Pro for major AIP activations.

   • When activated, the system would automatically notify all designated individuals associated with the selected AIP group via predefined communication methods (phone, text, email, or integrated notification service).

   • This would eliminate the need for dispatchers to manually place individual phone calls, improving response times and reducing the risk of missed notifications.
