Assign default sign-off personnel by Audit Type

Default sign-off personnel are currently assigned to the whole audit module. In many cases, the sign-off personnel varies depending on the scope or department being audited and hence this feature becomes redundant. Being able to assign default sign-off personnel to an Audit Type will eliminate the need to manually add sign-off personnel to each audit.
