Hide the History page for selected users

Problem:

When an organisation gives a user account access for real-time coordination — for example a contractor paying for visibility of an aircraft during a job, or a pilot who needs to see where other pilots currently are — that user today also sees the full History page. Many organisations want to share current position without sharing historical flight data.

Desired outcome:

Admins can hide the History page from individual users, so contractor accounts and similar non-employee users only see what they need.

Proposed change:

Add a per-user toggle in the user-edit drawer (alongside the existing Special Access flags) that hides the History page for that user. Role-level treatment can follow later.
