Manage Fleet Manager admin pages from a mobile device

Problem:

The Fleet Manager admin pages (Aircraft & Settings, Locations Admin, Users & Permissions, etc.) currently work best on a desktop browser. Admins working in the field on a phone or tablet have a degraded experience for these tasks.

Desired outcome:

Admins can complete common Fleet Manager admin actions from a mobile device with the same confidence they have on desktop.

Proposed change:

Audit the Fleet Manager admin pages and uplift them to be fully usable on phones and tablets. Prioritise the highest-frequency admin actions first (aircraft management, locations, user permissions).
