Ability to specify which Users have the right to schedule certain Scheduling Task Types

As a Chief Scheduler, I would like the ability to specify which Users have the right to schedule certain Scheduling Task Types.

This will entail the addition of a checkbox list field, in the the Task Type setup, by which I can select which Users (by name) or Roles (e.g. Chief Scheduler, Base Scheduling Officer, etc.) have the rights to schedule the task type.
