Access Templates settings to include list of users to which no Access Template has been assigned

It is not currently possible to view a list of users to which no access templates have been assigned.

Suggest that an option named "No Access Template" be added to the DDL in the Personnel Template Settings tab (Site Settings >> Access Templates >> Personnel Template Settings >> Please select the template to apply).
