Problem:
Safety reports can be signed off while linked findings/actions or forum follow-up threads are still open, due, or overdue. This weakens closure discipline and audit readiness.
Desired outcome:
Administrators can enforce that safety reports cannot be signed off until linked findings/actions and forum follow-ups are closed, with the option to apply this globally or per report type.
Proposed change:
Add admin settings — global (Setup → Safety Options) and per report type (Setup → Report Type Options) — that block sign-off when linked items are unresolved, with an inline panel showing the outstanding items and a link to close them.
Had another client with a similar blocker - but only in Forums.
Forums specifically cannot able to be updated once the safety report is closed. Actions are intended to still "live their own life" in the Action Register.
Idea to introduce a validation message preventing users from signing off and the closure of Safety Reports with unaddressed follow-ups.
