When the roster has a shift code populated by the scheduler, that shift code should be allowed to be edited and added to from the roster.
Stacking shift codes should be allowed over scheduler populated shift codes.
A scheduled task is usually not the "shift" they are filling; It is a period of time within a full shift. So, we need to be able to add a base code for the day, e.g. training, a duty shifts etc. This is the shift that should appear on their timesheet as completed. The Roster Module should be able to show what is a scheduled task and what a person has been rostered to work.
