Enhance Work Practice Rules to Support EASA FDP Requirements

Overview

Please consider enhancing the Work Practice Rules (Duty Hours) configuration to allow additional sector columns, more Start of FDP rows, and additional Composite Groups. These enhancements would help users configure rules that reflect the flight duty period requirements and definitions in ORO.FTL.205 and ORO.FTL.105.

Current limitations

The current configuration does not allow enough sector columns to accommodate up to 10 sectors and is limited to 10 Start of FDP rows.

Table 2 in ORO.FTL.205 contains 13 Start of FDP time bands, with sector categories ranging from 1–2 sectors through to 10 sectors. The existing configuration therefore does not provide enough space to capture the full table.

Additional Composite Groups are also needed to accommodate the different conditions relevant to duty-hour calculations.

Proposed enhancements

1. Support sector categories up to 10 sectors

Allow users to configure all sector categories shown in Table 2:

  • 1–2 sectors

  • Separate categories for 3 through to 10 sectors

Each category should allow the applicable maximum FDP limit to be entered for each start-time band.

2. Increase the number of Start of FDP rows

Increase the available rows from 10 to at least 13, allowing all start-time bands in Table 2 to be configured without combining or omitting any bands.

Ideally, users should be able to add rows as needed rather than being restricted to a fixed number. The configuration should also support time bands that cross midnight, such as 17:00–04:59.

3. Allow additional Composite Groups

Provide the ability to create additional Composite Groups and combine relevant conditions to support configurations based on:

  • Crew acclimatisation status, including departure-time-zone acclimatisation, next-duty-location acclimatisation, and an unknown state of acclimatisation.

  • Reference time and applicable time-zone differences.

  • Time elapsed since reporting at reference time.

  • Early starts, late finishes, and night duties.

  • The window of circadian low (WOCL).

These conditions should help determine which configured FDP rule applies. Where relevant, the configuration should also distinguish between the FDP tables for acclimatised crew, crew in an unknown state of acclimatisation, and crew in an unknown state of acclimatisation under an implemented fatigue risk management system.

Expected benefit

These enhancements would allow users to capture the complete FDP table and configure more detailed duty-hour rules, reducing the need for workarounds and supporting more consistent assessment of applicable limits.

Suggested acceptance criteria

  • All 13 Start of FDP time bands from Table 2 can be configured.

  • Sector categories from 1–2 through to 10 sectors are supported.

  • Maximum FDP limits can be entered for each time-band and sector combination.

  • Time bands crossing midnight are handled correctly.

  • Additional Composite Groups can be created and used to select the appropriate rule based on relevant conditions.

  • Existing Work Practice Rules continue to function as configured.
